JAPANESE ARTILLERY SHORT SWORD, 1891

I am going to need some help on this one . This Japanese Artillery Short Sword is 21” long has the exact style blade, blood grove one side cast cross guard and pommel wood handle. The scabbard is leather with the fittings held on by a wire clip/. What is different is that the blade does not have the typical Japanese charters on the ricasso. So my question did the Japanese sell this to another eastern country during this period of time< anyways it a very nice Artillery Short Sword undoubtedly made in Japan during this period.
