WWII AMERICAN DEFENSE MEDAL w/FOREIGN SERVICE BAR

This American Defense Metal comes with the bottom portion of the box. The medal has a split broach, the early thick ribbon and has a Foreign Service baron the ribbon. What I find strange is in place of a button hole enamel badge there is a French style ribbon rosette and a normal ribbon bar. Looking at the rosette the steel base it is even stamped made in France. This makes me thing that this medal is meant for the diplomat personal. Even the box is different it has a much higher base with flanges to raise the medal tray up to the top of the box.
